RICHARDSON – Richardson City Manager Don Magner has appointed Jim Dulac to serve as the next Director of Engineering and Capital Projects. Dulac has been serving as interim director of the department since August and his first official day in the position will be November 1. Dulac has been with the City of Richardson for 22 years, most recently as the Assistant Director of Engineering and Capital Projects.
“It is my privilege to name Jim as our new Director of Engineering,” said City Manager Don Magner. “He has been an instrumental part of almost every major City engineering project over the past two decades, including the design and renovation of our newly opened Richardson IQ® Headquarters. I can think of no one better to lead our engineers as we continue the implementation of the 2021 Bond Program.”
Dulac joined the City of Richardson in 2000 as a Special Projects Engineer. He was promoted to Senior Project Engineer and then Assistant Director of Engineering and Capital Projects in 2015. As an assistant director, he was also charged with overseeing Facilities Maintenance. Dulac has helped plan, implement and/or complete the 1998, 2006, 2010, 2015 and 2021 Bond Programs. Noteworthy projects he has been a part of include the construction of Fire Station No. 4, the Fire Training Center/Emergency Operations Center and the Richardson Public Safety Campus, as well as the renovation of the Senior Center and Richardson IQ® Headquarters. He has also been involved in numerous erosion repair and flood prevention projects. After graduating from Texas A&M, Dulac worked for Travis County and in the private sector before coming to Richardson in 2000.

Dulac graduated from Texas A&M in 1994 with a Bachelor of Science in Civil Engineering. His first employment with the City of Richardson was with the Parks and Recreation Department, where he worked for several summers while in college.
