Community Services staff presented a draft ordinance to the City Council Monday regarding regulations for short-term rentals. The ordinance is the culmination of citizen input, continued study, legal considerations, and City Council feedback–staff gave two prior presentations on the topic at City Council work sessions in April and May.
While short-term rental properties in Richardson are already regulated under the City’s noise, parking, trash and other codes and ordinances, the proposed new regulations include required registration, a registration fee, additional safety standards and a 24-hour responsible party that can be on-site within one hour to address any issues on the property. Short-term rentals are defined as residential properties that are rented wholly or partly for a fee for no longer than 30 consecutive days. Penalties and fines related to ordinance offenses are also included.
After providing additional feedback, the City Council is set to consider the short-term rental ordinance at its Sept. 26 meeting, along with a resolution for a short-term rental registration fee. If approved, the registration process would begin by the end of the year.
