The City of Richardson is pleased to announce its support for an economic development project that will bring significant site and building improvements at 305 S. Central Expressway. The project, spearheaded by XL Pro Staffing & Consulting, aims to enhance the property through extensive upgrades and modernization efforts. Planned improvements for the 1.14-acre site include parking lot repair and resurfacing, building façade upgrades, interior renovations, and signage upgrades, with a total estimated value of approximately $1.15 million.

To support this initiative, the City has offered a building modernization grant, contingent upon a minimum investment of $1 million in site and building improvements. The City will also waive all applicable building and permitting fees associated with the tenant improvements.

The grant is part of a larger, intentional revitalization effort aimed at making the District a well-known, desirable DFW entertainment destination. Additional revitalization work includes the completed Main Street reconstruction project, the ongoing McKinney Street rehabilitation project, Interurban Commons Park, Central Trail maintenance, and Public Safety Campus. 

The City of Richardson’s Economic Development Department encourages all businesses considering expansion or relocation to submit applications for various incentives. These incentives include building modernization grants, building and tenant improvement grants, permit fee waivers, and job creation grants, among other economic development tools designed to attract investment and promote community revitalization. Incentives are available to entities committing to significant capital investments, noteworthy job retention or creation and/or long-term lease agreements. Each application is evaluated on its own merits to ensure it aligns with Richardson’s goals of fostering economic growth and enhancing the community’s competitiveness.
