Phil-up the Blue Bag, Richardson’s recycling mascot, will appear at Santa’s Village this month as well as at HomeGoods, 1349 W. Campbell Rd., providing information about recycling and free blue bags for Richardson residents. Note that one free roll of blue bags will be handed out at the HomeGoods appearances and vouchers redeemable for one free roll of blue bags will be distributed at Santa’s Village.
