Record $528 Million Five-Year Capital Improvement Plan Presented to Council
The Richardson City Council received an update Monday on the City’s five-year Capital Improvement Plan, which includes nearly $528 million in planned infrastructure investment across the community. The plan represents a record level of funding for infrastructure and capital improvements in Richardson, with projects planned for streets, sidewalks, drainage, parks, public facilities, water and wastewater infrastructure, and transportation improvements.
Richardson CARES Application Now Open
The application period for the 2026 Citizens Academy and Resource Education Series (Richardson CARES) opened Monday and runs through Friday, July 31. The free, eight-week series is offered to adults ages 18 and up and provides participants the opportunity to meet City staff, learn about the day-to-day operations of Richardson’s municipal government.
Vendor Registration Open for Senior Center Holiday Bazaar
Registration is now open for vendors wishing to participate in the Senior Center’s annual Holiday Bazaar scheduled for Nov. 6-7. Eligible vendors are artists/crafters age 18 or older, and all items must be handmade by the seller.
Street Light Relocation to Close Lanes on Belt Line Road at Plano Road
The left lanes of eastbound and westbound Belt Line Road extended 170 feet east and west of Plano Road may be closed to traffic during non-peak hours (from 9 a.m-3:30 p.m.) for utility work related to the relocation of a streetlight. The work is expected to be complete by mid-August.
Republic Services Recycling Center Tour July 23
The City of Richardson, in partnership with Republic Services, is offering exclusive opportunity for residents to participate in guided recycling tours at the Republic Services facility in Plano.

Changes Planned for 2027 Wildflower! Arts & Music Festival
The City Council has directed staff to move forward with changes to the Wildflower! Arts & Music Festival beginning in 2027, following a presentation at Monday’s Council meeting that outlined how operating costs continue to outpace revenue, requiring a sizable subsidy from the City to hold the event. The new model would create a more sustainable financial structure while also reducing overtime, lessening impacts on nearby businesses and property owners, and improving cost recovery efforts.
