RICHARDSON – City Manager Don Magner has announced the appointment of Yvonne Falgout as Richardson’s next Parks and Recreation Department Director.
“Yvonne is an accomplished parks and recreation professional with exceptional leadership skills who prioritizes resident and stakeholder relationships. She is deeply passionate about providing high-quality programs to the community and is dedicated to our people-first management philosophy,” said Magner.
In her new role, Falgout will be responsible for overseeing the management and maintenance of the City’s 1,000 acres of parkland, 90 miles of trails, and diverse range of recreation, athletic, and aquatic programs.
Falgout’s career spans almost 30 years in the parks and recreation industry.

Richardson stands as one of North Texas’ leading agencies, offering an exceptional array of signature events and providing top-notch daily services through our outstanding facilities and programs,” said Falgout.
She has been Richardson’s Assistant Director of Recreation Services since 2016, overseeing athletics, aquatics, community events, and recreation divisions, managing a range of facilities and services, including two multi-purpose recreation centers, senior center, tennis center, gymnastics center, four neighborhood pools, aquatic center, and six regional special events.
In her new position, Falgout will not only lead the Parks and Recreation Department, but also have significant visibility within the community, involving numerous public interactions tied to recreation programming and community events, notably Richardson’s renowned Wildflower! Arts & Music Festival and the Cottonwood Arts Festival.
Falgout holds a Master Certificate in Local Government Management from the University of Texas at Dallas, along with a Bachelor of Business Administration from Northwood University.
She succeeds Lori Smeby, who retired from the position last month.
Falgout’s first day in the new director’s role will be Aug. 1.
