City Manager Don Magner has appointed Wayne Corum as the City’s first director of Facilities and Fleet. Corum comes to the City with more than 17 years of experience in municipal government and has also spent time managing large commercial fleets in the private sector. Corum’s first day in Richardson will be Dec. 11.

“We are excited to have Wayne join us and know he will be a valuable asset to our Richardson team,” said City Manager Don Magner. “His expertise in municipal fleet and facilities, coupled with his private sector experience with Fortune 50 companies, align well with the needs of this new department, and we are pleased to be able to bring these qualifications to help serve this community.”

The Facilities and Fleet Department was created during the 2023-24 budgeting process. Fleet Services was previously under the Finance Department, while Facilities Services was housed in the Engineering and Capital Projects Department. Combining the two areas into one department is something that other cities have done and should make both Fleet and Facilities operations more efficient since the skillsets and responsibilities of both areas align.

Corum has served as a Transportation Industry Consultant with T-Mobile for Business since 2021. Prior to that, he worked as the Senior Fleet Manager for Verizon for four years, managing the seventh largest commercial fleet in the United States. Corum spent more than 17 years with the City of Fort Worth. He began in the City Manager’s Office as a Senior Management Analyst and then spent 12 years as the Director of Equipment Services (Fleet). During that time period, he served nine months as the Interim Director of the Property Management Department, which was created in a reorganization to merge Fleet, Facilities and Real Property.

“I look forward to joining the Richardson team and being a part of the critical fleet and facility services provided by the City,” Corum said. “My goal is to guide resources to effectively manage and maintain these assets, ensuring the community can take pride in the buildings and vehicles that are part of providing services that make a difference to them every day.”

Corum has a bachelor’s degree in mathematics from Southwest Baptist University and a Master of Business Administration from the University of Texas at Arlington. He has previously served as president and chairman of the board for FleetPros, a nonprofit fleet management organization. The City of Fort Worth’s fleet was named a Top 100 Government Fleet during every year of his leadership, and he was named the Fleet Professional of the Year in 2012 by Rocky Mountain Fleet Management Association, the predecessor to FleetPros.
