The City Council passed a new ordinance Monday that provides police officers with an additional tool in fighting the all-too-frequent crime of catalytic converter theft. Ordinance No. 4443 makes it illegal for any person or entity (other than a metal recycler) to possess a used catalytic converter that has been removed from a motor vehicle (unless the person in possession provides proof of ownership of the vehicle or provides proof that the item was legally passed to them). Under past laws, Richardson officers could only arrest suspects caught in the act of theft or those found selling or purchasing stolen catalytic converters. The new ordinance takes effect Nov. 1. 

Aware citizens can also play a big part in thwarting catalytic converter thefts. The thefts usually occur quickly and can happen in broad daylight, as thieves armed with cordless cutting tools quickly slide under and cut off the converter, which is valued for the precious metals it contains. If you suspect a catalytic converter crime, call 911—do not attempt to intervene.
