The City Council got an update at Monday’s City Council work session on the City’s unhoused initiatives, part of the Council’s 2025-27 Goal Tactics. City staff outlined the City’s ongoing local and regional involvement in addressing homelessness, including:   

  • Membership (since 2023) in both the All Neighbors Coalition of Housing Forward (a collaborative network of over 150 organizations and municipalities in Dallas County and Collin County) and the Collin County Homeless Coalition to provide critical resources and support to those experiencing homelessness; 
  • An Unhoused Internal Committee launched this year (comprised of representatives from nine City departments) that meets monthly to collaborate and share information; and 
  • The Homeless Engagement & Liaison Program (HELP) created by the Richardson Police Department in 2022, consisting of six specially trained police officers that conduct homeless outreach/engagement.  

Staff also reviewed the criminal trespass affidavit process and discussed unhoused issues/plans associated with the 2026 World Cup.
